Pete Buigas began his healthcare career in 1994 as a Director of Finance for a Health Maintenance Organization (HMO) called Neighborhood Health Partnership located in Miami, Florida. As Finance Director, Pete was responsible for managing and reporting the Board of Directors on the financial condition of each of the partnership’s risk pools. The risk pools consisted of some of the largest health care systems in Florida. Additionally, the position was responsible for designing, developing and publishing the corporate budget. The finance department was also tasked with purchasing the company’s general liability worker compensation, directors and officers as well as reinsurance policies. Pete graduated from Florida International University with a Bachelors Degree in Finance and also completed the Harvard Law School Negotiations Program.
In 1996 Pete was asked by the Executive Board to take on the responsibilities of the company’s operations. During his tenure as Director of Operations the company successfully expanded from its original commercial product offering to include government products in Medicaid and Medicare. The company experienced significant growth from 4,000 to 140,000 members.
In 1999, Pete Buigas was selected by Governor Jeb Bush to become Deputy Secretary of the Agency for Health Care Administration (AHCA). As the top Florida statewide regulator, the position was directly responsible for regulating every licensed facility/program in the state. These included hospitals, nursing homes, assisted living facilities, health care clinics as well as the managed care industry. Also, ancillary providers such as home health, durable medical equipment, home infusion, vision and dental companies. The organization included the review and approval of all new construction at health care facilities. Pete work with plans and construction business unit consisting of architects and engineers to ensure all construction met industry standards/codes in addition to fire marshall regulations. The position also included the regulation of every health care related professional board. Among the largest was the Board of Medicine and the Board of Nursing. Responsibilities included conducting investigations of complaints and taking actions against professionals violating rules governing their professions. As Deputy Director, Pete was responsible for managing over 800 employees in (11) Regional Offices across the state with a budgetary responsibility of over half a billion dollars.
In 2001, after a successful tenure, Pete opened his own lobbying firm in Tallahassee specializing in health care. During the past (21) years the firm has successfully represented many of the largest companies in the health care industry. Buigas and Associates, Inc. has also provided business consulting to many of its clients by advising them on regulatory and compliance programs. Also, the firms has been instrumental in helping their clients grow their business by providing business development services which consist of identifying state and federal trends in their perspective industry, business intelligence of their competition and identifying opportunities to expand geographically and/or through new product offerings. Today the firm has been invited to partner with merger and acquisition forms and private equity companies to assist in evaluating potential targets for acquisitions.
On October 1, 2021 Pete accepted a position at Hoy Health, a home based healthcare solutions company, as Chief Commercial Officer. Under his new role, Pete will be responsible for National and International sales.
